This report identifies effective processes to better design and evaluate innovation and industrial policies. It concentrates on three types of policies: (1) selecting critical technologies and industries, (2) designing and operating effective manufacturing institutes, and (3) ensuring supply chain resilience and security. The report focuses particular attention on how to effectively collect information from stakeholders to better design such policies.
