African military partners with notably better human rights compliance will yield benefits in stability, professionalism, trustworthiness and reduction of vulnerability to extremist violence. There are a series of underlying conditions that can serve as indicators for the likelihood of successful outcomes in human rights training in U.S. security cooperation. The gap between conditions conducive to success in human rights training and approaches for designing and delivering that training is what this framework addresses.
