This report estimates the magnitude of talent flows in and out of the U.S. STEM ecosystem and reviews the current literature on the reasons that STEM talent comes to, stays, and leaves the U.S. In addition, it develops a conceptual model for understanding the movement of talent through the U.S. STEM ecosystem with the aim of identifying gaps to be addressed in future research and data collection.
