Position:  STPI Administrator - Washington, DC
Description

The Institute for Defense Analyses (IDA) is a not-for-profit corporation that operates three Federally Funded Research and Development Centers serving the Office of the Secretary of Defense, the Joint Chiefs of Staff, Department of Homeland Security, Unified Commands and Defense Agencies in addressing important national security issues, particularly those requiring scientific and technical expertise.

This position is responsible for the administrative operation of the Science & Technology Policy Institute (STPI).  The incumbent provides administrative and programmatic support for STPI management and employees; day-to-day supervision of Division support staff; and provides task support including preparing and utilizing reports on budgeting, personnel management, and security needs.  Responsibilities cover a wide range of activities in support of the Division’s objectives, including preparation and reporting of budget information, acquisition of division office equipment and assisting Division management in the preparation of program plans.

 

Primary Responsibilities
  • Ensures that all administrative support functions for STPI are covered in compliance with corporate practices, including purchasing, security and personnel.  Reviews staff travel, consultant and vendor invoices, purchase requisitions and timesheets.  Coordinates administrative and secretarial support needs to include office space and moves, furniture, telephones, supplies and computer equipment; responds to requests, and solves problems as needed.
  • Administration of division’s  task order preparation and tracking to assure conformity with IDA and OSTP/NSF guidance and formats. Monitors status through final signature. Assists in monitoring, reviewing, and reporting task costs and expenditures, and compiling and preparing input for the STPI annual operating budgets.  Projects expenditures, tracking task budgets and developing cost projections to achieve feasible task budget plans.  Prepares and tracks subcontractors spending.  Designs reports, databases, spreadsheets and graphical overviews to monitor the budgets.  Alerts management to trends and problems, and makes recommendations for corrective actions.
  • Prepares plans and actions to support research tasks requirements for equipment, facilities and work areas (including classified areas). 
  • Prepares and coordinates numerous varied reports and presentations; communicates with staff, sponsors and other outside agencies to obtain necessary information and support objectives of STPI.  Creates and maintains databases and information systems for STPI as needed. 
  • Initiates purchase requests for computer equipment and tracks implementation.  Insures the proper security classification level is set for computers, and that computer security logs are maintained and up-to-date.
  • Personnel Management and performance appraisals of support staff.  Provides daily advice and counsel to support staff covering a wide range of issues to include work assignment, policies, standards, training and conflict resolution.
  • Acts as liaison between STPI and outside vendors and contractors, property management and others, as necessary.
  • Tracks and analyzes the utilization of adjunct employees and consultants on research tasks; prepares required reports on usage and initiates change-in-status actions as appropriate. Initiation and processing of staff requests for new consultants and subcontractors in response to project leader requests.
  • Prepares quarterly reports for STPI sponsors.
  • Performs other duties as assigned.
Requirements
  • BS degree in related field such as Business Administration and 6 or more years of progressively responsible work experience or equivalent combination of education and related experience.
  • Experience coordinating support staff.
  • Experience in use of computers and associated software, with the demonstrated ability to develop relevant computer spreadsheet models, graphics and display charts.
  • Ability to analyze large amounts of quantitative data to interpret content in order to portray trends, identify critical paths and project results.
  • Excellent written and oral communication skills, excellent interpersonal skills and the ability to deal with a diverse range of professional and support staff personnel.
  • Ability to obtain and maintain necessary security clearances.
