Position:  Senior HR Generalist - Compensation
Description

The Institute for Defense Analyses (IDA) is a not-for-profit corporation that operates three Federally Funded Research and Development Centers serving the Office of the Secretary of Defense, the Joint Chiefs of Staff, Department of Homeland Security, Unified Commands and Defense Agencies in addressing important national security issues, particularly those requiring scientific and technical expertise.

This position performs a full range of activities associated with the administration of IDA’s compensation programs. Coordinates the annual performance and salary review program for research and non-research professional and support staff. Develops and maintains job descriptions, administers job evaluation program; conducts and participates in salary surveys; reviews and develops recommendations for salary actions. Also responsible for administering the Human Resources Information System (HRIS) compensation related requirements and for auditing and reporting compensation and other related data, seeks ways to most effectively utilize the system.  Conducts special pay or other HR studies or projects and develops recommendations. 

The scope of this position is corporate-wide.  No direct supervisory or budget responsibilities.  May direct or oversee the work of lower level positions within HR.

Primary Responsibilities
  • Develops and maintains job descriptions for all positions using interviews, audits and other methodologies.  Develops job families, establishes appropriate benchmarks, and ensures that the descriptions are accurate and timely.
  • Administers job evaluation program; conducts pay studies of exempt and non-exempt positions using a market-pricing evaluation system; documents findings, provides recommendations for grade determinations and maintains records of validity of evaluation results. 
  • Reviews requests for salary actions including promotions/demotions and equity increases, prepares recommendations; also reviews requests for pay rate increases for Adjunct staff members and prepares recommendations; reviews and approves proposed salaries for job offers in conjunction with Employment staff.
  • Coordinates the annual performance and salary review program for research and non-research professional and support staff, serving as the administrator in completing the process.  Conducts market analyses and assists in preparing merit increase budget recommendation for management review; develops and maintains experience pay curves for Research Staff; updates and maintains market based salary grade structure for non-research professional and support staff.  Ensures the timely and accurate processing of pay rate changes, tracks and maintains appropriate documentation. 
  • Reviews salary administration policies, assists in establishing pay procedures, and recommends changes as appropriate to ensure compliance with regulatory concerns (DCAA, OFCCP, FLSA, ADA).  Maintains awareness of and furnishes employee communication materials related to compensation (e.g., employee requests, regulatory compliance requirements on federal and state levels).  Participates in compiling information for response to OFCCP, DCAA and other outside auditors.
  • Conducts and participates in surveys, develops resources for maintaining timely marketplace information to use in compiling and reporting on data concerning salary budgets, employee turnover, demographics and other pay or performance related information.  Prepare reports and submissions in response to special or ad-hoc external surveys or audit requests.
  • Maintains and ensures for the accurate and timely processing, reporting, and coordination of pay and performance data in the HRIS.  Participates in the research, development and testing of compensation related tables and associated tools for implementation and future upgrades; seeks efficient and effective ways to expand and improve the use of technology in processing and administering pay and performance programs.  Prepares monthly and quarterly reports as required by management and regulatory requirements; prepare other ad-hoc reports as needed.
  • Coordinates with other Virginia and off-site offices in administering the compensation practices.  Counsels and assists managers and employees in interpreting wage and salary policies; provides guidance and recommendations concerning individual position or pay issues.
  • Performs other duties as assigned.
Requirements
  • College degree in Human Resources or relevant field with five or more years relevant Human Resources experience or equivalent combination of experience and college coursework.
  • Excellent organization and interpersonal communication skills, attention to detail, and strong work ethic.  Ability to effectively implement change.
  • Computer proficient (MS Office and internet); detailed oriented, and strong analytical and statistical capabilities is desired; requires use of an HRIS system, (preferably Spectrum iVantage).
  • Ability to obtain and maintain required security clearance.
