The Institute for Defense Analyses (IDA) is a not-for-profit corporation that operates three Federally Funded Research and Development Centers serving the Office of the Secretary of Defense, the Joint Chiefs of Staff, Department of Homeland Security, Unified Commands and Defense Agencies in addressing important national security issues, particularly those requiring scientific and technical expertise.
This position operates in a high security environment and is responsible for oversight/management of operations and security for Sensitive Compartmented Information (SCI) programs, and multiple Special Access Programs (SAP) at IDA. Provides supervision and work leadership to assigned support staff employees in the SCIF.
| | Primary Responsibilities | |
Overall responsibilities involve or directly affect federal government or IDA security and classified information at Confidential, Secret, Top Secret, SCI and Special Access Program (SAP) levels.
- In accordance with applicable federal government security regulations and directives, and IDA policies and procedures, position is responsible for ensuring the overall administration and supervision of the Special Security functions, including personnel, physical, TEMPEST, SAP and SCI security matters.
- Responsible for the implementation and support of pertinent national and DOD directives; provides administrative guidance on all special security matters.
- In an automated environment and in accordance with the IDA standards and procedures, supervises the distribution, circulation, and reproduction, of all materials produced, released, and stored involving SCI and SAP matters; ensures the proper logging, classification, authorization check, and tracking systems are followed.
- Provides assistance to IDA staff members in searching for intelligence information in both published and unpublished sources; sources include electronic networks and information databases, books and journals. Acts as the primary resource and advisor on intelligence material in-house or available from the Intelligence Community.
- Coordinates with corporate and division management and project leaders to ensure SCI and SAP tasks are supported and completed as directed by project sponsors.
- Primary liaison with various government Special Security Contact Officers (SSCO) concerning billet management, requests for SCI and SAP access for IDA staff members; coordinates with OSD/DIA SSO, CIA/CIB, and NSC for the transmission of SCI and SAP clearances for the IDA staff visiting government and industrial SCI and SAP facilities.
- Responsible for ensuring the protection of COMSEC materials and enforcing limited access of such materials to proper individuals based on clearance and need to know.
- In accordance with applicable procedures, ensures the safeguarding and accounting of all COMSEC materials received, distributed, shipped, and stored; conducts inventories on all COMSEC materials including hardware, keying material, maintenance manuals and reports results to NSA Central Office of Records; maintains COMSEC accounting and related records utilizing the Distributed INFOSEC Accounting System (DIAS).
- The incumbent provides specific technical supervision to assigned support and professional staff personnel; determines the scope of assignments and time schedules, discusses assignments in terms of results required and principles and procedures to be applied. Incumbent oversees work status, recognizes out of the ordinary situations where assistance is needed and recommends applicable procedures to be followed. Incumbent reviews completed work to ensure adherence to policy, procedures, time schedules, and accountability.
- Recommends appropriate staffing for the Special Security function area; recommends new hires, conducts performance reviews and recommends disciplinary actions as needed. Coordinates and conducts briefing sessions to new employees on Special Security functions as needed.
- Conducts briefs to IDA staff members requiring access to administrative COMSEC information and material.
- Performs other duties as required.
| | Requirements |
- Bachelor’s degree in relevant field or equivalent experience.
- Six or more years of progressively responsible experience in special security and communications security environments; experience supervising employees.
- Ability to successfully complete the COMSEC Custodian Training Course provided by the National Cryptologic School.
- Ability to manage sensitive projects and coordinate activities within deadlines.
- Possess strong interpersonal skills and the ability to communicate effectively both orally and in writing with all levels of personnel.
- Ability to obtain and maintain Top Secret/SCI security clearances.
