Position:  Assistant Corporate Program Security Officer
Description

The Institute for Defense Analyses (IDA) is a not-for-profit corporation that operates three Federally Funded Research and Development Centers serving the Office of the Secretary of Defense, the Joint Chiefs of Staff, Department of Homeland Security, Unified Commands and Defense Agencies in addressing important national security issues, particularly those requiring scientific and technical expertise.

This position operates in a highly sensitive security environment providing compliance monitoring and implementing document and personnel security safeguards for sensitive and complex DoD programs. The incumbent under the direction of the Supervisor, Special Security, and in accordance with Intelligence Community Directives, assist in the overall operation of the Sensitive Compartmented Information Facility (SCIF) and the Special Access Program Facility (SAPF) will assist in providing supervision of operations and security for SCI and SAP programs at IDA in the absence of the CPSO.

Primary Responsibilities
  • Responsible for developing and administering a comprehensive security education and training program.
  • Coordinates with Corporate Program Security Officer to ensure SCI and SAP Standard Operating Procedures (SOPs) and System Security Plans (SSPs) are maintained and implemented.
  • Acts as the Alternate COMSEC custodian, will assist COMSEC custodian in ensuring the safeguard and accountability of all COMSEC materials received, distributed, shipped, and stored. Assist COMSEC custodian in inventories on all materials including hardware, keying material, and maintenance manuals.
  • Assist in reviewing and processing requests for SCI/SAP accesses. This involves reviewing task orders, preparing letters of authorization, statements of personnel history, certificates of clearance and other documentation. Maintain liaison with the cognizant government agency to ensure actions are completed.
  • In accordance with applicable federal government security regulations and directives, will assist in performing required self-inspections of security programs.
  • Develop and maintain document accountability system involving the receipt, dispatch, reproduction and destruction of classified material.
  • Maintain physical protections and regulations for SCIF including monitoring access control database.
  • Ensure construction standards apply, updating Fixed Facility Checklist (FCL) as required in accordance to DCID 6/9 standards.
  • Prepares assessments involving possible security violations and initiates measures to correct security deficiencies.
  • Performs other duties as required.
Requirements
  • Six or more years of progressively responsible experience in special security and communications security environments.
  • Ability to successfully complete the COMSEC Custodian Training Course
  • Extraordinary customer support and process streamlining activities with deadlines.
  • Possess strong interpersonal skills and ability to communicate effectively both orally and in writing with all levels of personnel to include senior government officials.
  • Ability to obtain the necessary security clearances.
